Civilization-States in the Compute Race – China, India, and the Quest for Algorithmic Autonomy

In Part 1 of this series, we examined the physical
hardware layer—the lithography bottlenecks dominated by ASML, Taiwan’s extreme
concentration of advanced chip production (over 90% of leading-edge logic),
maritime chokepoints, and the vertical expansion into LEO satellite networks.
We saw how these material realities are being contested and repurposed. Now, in
Part 2, we turn to the civilizational software running on that hardware: how
major powers like China and India deploy deep historical logics to capture,
duplicate, or transcend these dependencies. Part 3 will synthesize these
dynamics into the emerging architecture of balkanized enclaves, including
Islamic network protocols and the broader multipolar matrix.
This is not abstract theory. It is a high-stakes race
for algorithmic sovereignty where possessing code without secure physical
foundations is meaningless. States are investing hundreds of billions not
merely for economic gain but for survivability in an era of weaponized
interdependence. The result is a profound shift from efficiency-driven
globalization to resilience-driven fragmentation.
China’s Legalist Machinery:
Dominating the Material Foundations
China approaches the global grid
through a top-down Legalist lens that prioritizes centralized control,
long-term strategic patience, and the domination of physical chokepoints.
Rather than accepting Western rules-based order, Beijing treats networks as territories
to be carved into spheres of influence.
Nowhere is this clearer than in
critical minerals. China dominates the refining stage for 19 of 20 key
energy-related minerals, with an average market share around 70%. For rare
earth elements (REEs)—essential for magnets in EVs, wind turbines, defense systems,
and semiconductors—China accounts for roughly 60% of mining but a staggering
91% of refining and separation. It produces about 94% of sintered permanent
magnets globally, up from 50% two decades ago. In 2025, export controls on key
REEs (including dysprosium, terbium, and others) underscored this leverage.
These monopolies are not
accidental. Decades of state-directed investment, consolidation, and overseas
acquisitions have created a “mine-to-magnet” pipeline that ties the West’s
green transition and tech ambitions to Chinese supply permissions. A sustained
disruption could spike battery pack prices 40-50%, according to IEA analysis.
This material dominance complements China’s push in semiconductors, where
despite export controls denying EUV access, it has stockpiled DUV systems and
accelerated domestic efforts.
The Digital Silk Road extends
this logic. By exporting subsea cables, surveillance tech, data architectures,
and infrastructure to Belt and Road partners across Eurasia and Africa, China
locks nations into dependency on Chinese hardware, firmware, and standards.
This creates closed-loop digital enclaves aligned with authoritarian
informational control, bypassing Western norms. Maintenance contracts and
update cycles ensure long-term influence.
In space, China’s Guowang
megaconstellation (part of plans for ~13,000 satellites alongside Qianfan’s
ambitions) seeks sovereign orbital infrastructure. While Starlink leads with
thousands operational, China has launched hundreds by late 2025, targeting dual-use
capabilities for communications resilience and evading terrestrial
interception. Challenges remain—launch cadence, manufacturing scale—but the
intent is clear: independent data routing for national security and diplomatic
leverage.
China’s subsidies and industrial
policy, including massive support for chip fabs and supply chain localization,
reflect Legalist centralization. This has created overcapacity in mature nodes
while closing gaps in advanced segments through workarounds and domestic
innovation. The strategy is not convergence with the West but parallel
development of a rival ecosystem.
India’s Indic Core: Public
Software and Recursive Sovereignty
India operates from a different
civilizational script—one of pluralism, recursion, and pragmatic absorption of
tools to reinforce autonomy. Rather than top-down domination, it builds
inclusive, scalable public infrastructure that formalizes its vast population
while maintaining strategic flexibility.
The India Stack stands as
one of the most significant innovations in techno-sovereignty. Built on open
APIs, it layers sovereign identity (Aadhaar: over 1.4 billion enrolments,
billions of authentications), interoperable payments (UPI: exceeding 20 billion
monthly transactions by late 2025, accounting for a massive share of global
real-time payments), and data governance (DigiLocker with hundreds of millions
of users and billions of documents).
UPI’s growth is explosive: from
negligible volumes in 2016 to hundreds of billions of transactions annually,
with values in the hundreds of trillions of rupees. It has digitized payments
for MSMEs, reduced cash reliance, and enabled fintech innovation at population
scale. Aadhaar-enabled e-KYC slashed onboarding costs dramatically, driving
financial inclusion and formalization of the informal economy. By 2025, digital
payments dominate, with UPI powering a significant portion of global real-time
volume.
This public utility model
bypasses proprietary Western platforms and legacy banking rails, ensuring
domestic data custody. It combines modern code with India’s socioeconomic
realities, creating a foundation for everything from direct benefit transfers
(reducing leakages) to startup ecosystems. The number of recognized startups
has surged dramatically, spreading entrepreneurship beyond metros.
Geopolitically, India practices Mandala-inspired
multi-alignment: fluid partnerships without binary blocs. Through the Quad, it
secures maritime interests in the Indian Ocean against expansionism.
Simultaneously, engagement in BRICS and SCO allows energy diversification
(including Russian supplies) and Global South ties, buffering against financial
sanctions. Production Linked Incentive (PLI) schemes have boosted domestic
electronics manufacturing, systematically reducing reliance on single foreign
suppliers.
This approach rejects ideological
integration. India absorbs technology to strengthen civilizational continuity
rather than dilute it. The India Stack demonstrates that a developing
civilization-state can forge independent paths, combining scale, openness, and
sovereignty.
Comparative Dynamics and
Systemic Implications
China’s model excels at material
capture and rapid scaling through central direction but faces innovation and
trust deficits in partner nations. India’s recursive pluralism fosters organic
adoption and adaptability but contends with implementation complexities at
continental scale. Both challenge Western dominance differently: China through
direct competition and dependency creation; India through alternative public
models that others study and adapt.
Evidence abounds. Critical
mineral data highlights China’s grip. India Stack metrics—transaction volumes,
authentication counts, startup growth—show transformative domestic impact and
global model potential. Semiconductor and satellite investments in both nations
(plus Western responses via CHIPS) illustrate the broader race. Supply chain
surveys reveal persistent anxieties over concentration, driving
diversification.
These strategies interact with
the hardware realities from Part 1. Lithography controls bite China hardest,
accelerating its self-reliance push. Maritime vulnerabilities shape India’s
naval balancing. Orbital contests pit state-backed constellations against
private innovation. The civilizational software—Legalist machinery versus Indic
recursion—determines how each reprograms the grid.
As Nandan Nilekani has
articulated, public digital infrastructure at scale offers a unique sovereignty
model. S. Jaishankar’s “India Way” captures the multi-aligned realism. Kishore
Mahbubani and others note the broader erosion of Western universalism, with
Asian civilization-states reclaiming agency.
This compute race is intensifying
fragmentation. Nations are building bounded techno-industrial ecosystems
optimized for shocks rather than seamless integration. The illusion of a single
global operating system fades as history reasserts itself through silicon and
code.
